Everyone deserves to feel safe in the neighborhoods they call home. Heidi Kuhn will invest in proven strategies to reduce crime, expand reentry programs that give people a second chance, and rebuild trust between law enforcement and the community. Because safety is more than policing. It’s about stable housing, access to care, and hope for a better tomorrow.

Hope for Stronger Schools

Our future generations matter. Too many of our county’s challenges with crime, poverty, and hopelessness begin with a lack of access to quality education. Heidi Kuhn will invest in our schools from the ground up, expand early childhood programs, and create real pathways to college and careers. Because every child in Shelby County deserves a future they can believe in.

Hope for Economic Development and Diversification

Corporations should be hiring local talent and investing in our communities, not just collecting tax breaks and making money off Shelby County without giving anything back. What Heidi Has Achieved

Heidi has a successful track record as a civil servant, including:

Second Chances for Citizens

The first Criminal Court Clerk in Tennessee to permanently waive the expungement fee, Heidi Kuhn has helped process nearly 10,000 expungements: giving individuals and families a chance to rebuild their lives by reducing recidivism, increasing access to jobs and education, and opening the door to homeownership and more.

Increased Transparency

As Special Assistant and Lead Strategist to the Shelby County Sheriff under the Oldham Administration, Heidi led special projects and increased transparency and communication with the public and key constituents.

Erase & Elevate

As Criminal Court Clerk, Heidi created the “Erase & Elevate” Expungement Clinics, drawing hundreds of attendees and offering access to employment opportunities, legal aid, and social services. Kuhn is currently working with lawmakers to pass legislation that would automatically expunge dismissed non-violent cases in Tennessee’s largest counties.

Financial Solutions for Both Sides

Implemented a settlement solution to help people obtain expungement by having them pay 50% of what they owe (fines and fees) to zero out their balance, while also increasing and creating a funding stream for the Office.

Advocated for Victim Resources

While serving as Executive Director of the Crime Victims Center, when funding was threatened, Heidi lobbied the state and fought for funding to keep the doors open so that victims and their families could continue to be served with the resources they needed.

Created Training Programs

Developed the Shelby County Training Center from concept to full implementation, providing professional and personal development opportunities to over 5,000 county employees. The center equips staff with the tools they need to enhance productivity, grow their skills, and advance their careers.

Honoring Lives Lost to Violence

Created the Homicide Memorial at the Memphis Botanic Garden as a sacred space to honor the lives lost to violence and offer comfort to grieving families. This memorial continues to serve as the heart of the annual Candlelight Homicide Vigil, bringing our community together in remembrance, healing, and hope for a safer future.

Cleaned up the Books

When first elected Criminal Court Clerk, she immediately requested a forensic audit to uncover years of financial mismanagement and restore accountability. She exposed uncollected fees and hidden checks, then took swift action to correct the issues and ensure taxpayer funds were properly handled.

Showed up for the Community

Heidi is known for showing up for every neighborhood, every family, and every voice in Shelby County. Whether it is North Memphis or Collierville, she listens, takes action, and never plays favorites. If she does not have the answer, she will find the person who does because serving people with honesty and heart is who she is.
